Recently, Jiaxing City, Zhejiang Province held a municipal government executive meeting to hear and review the "Implementation Plan for Accelerating the Construction of the Yangtze River Delta Sea-River Intermodal Transport Hub Port" (2023-2025) (referred to as the "Plan"). The "Plan" proposes that by 2023, Jiaxing will basically establish the status of the Yangtze River Delta Haihe Intermodal Transport Hub, and by 2025, it will basically build a green, modern, powerful, efficient, Haihe River Intermodal Transport Hub Port in the Yangtze River Delta region, which is an important step in building the Yangtze River Delta urban agglomeration. According to the "Plan", the overall layout of the Jiaxing Yangtze River Delta Haihe Intermodal Transport Hub Port is "one hub, ten channels and eight connections". The “one hub” is the Yangtze River Delta sea-river intermodal transport hub; the “ten corridors” are the two major ocean corridors of Northeast Asia and Southeast Asia, the three major domestic corridors of the Yangtze River Economic Belt, North China, and South China, the Hangjiahu and Anhui corridors, and the middle and upper reaches of the Qiantang River and Jiangxi corridors. There are five major Yangtze River Delta inland river channels: the Hangzhou-Ningbo Canal, the Jiangsu Channel, and the Shanghai Channel; the "Eight Alliances" are the eight large-scale river linkage operation areas. In the next three years, Jiaxing will focus on six major tasks, including smoothing the internal and external channels of the Haihe River Intermodal Transport, focusing on the implementation of waterway network unblocking projects, port energy level improvement projects, and port-industry integration linkage projects.

According to the deployment, Jiaxing will focus on improving the 1,000-ton waterway network of inland rivers and smoothing the internal and external channels for sea-river intermodal transport. It is expected that by the end of 2025, the mileage of kiloton-level waterways in the city will reach 250 kilometers, and a kiloton-level waterway network will be built connecting Shanghai, Jiangsu, Anhui, and the middle and upper reaches of the Qiantang River, radiating to the central and eastern regions of the country; Jiaxing Port will build a dual-sea inlet and outlet network. The channel pattern will create the most convenient water channel between Ningbo Zhoushan Port and Jiaxing Port; build a highway collection and distribution system with expressways and ordinary national and provincial highways as the backbone to quickly connect the three major coastal port areas and the main inland river operating areas.

The "Plan" clearly states that the focus will be on building strong supporting coastal ports and improving the capacity of sea-river intermodal ports. By 2025, the Dushan sea-river intermodal transport demonstration project and other sea-river intermodal transport demonstration projects will be completed, and six sea-river intermodal transport operating areas will be built in Jiaxing Port, with a total of more than 50 berths over 10,000 tons; an intensive and efficient inland river port will be built, and "inland river terminals supporting parks logistics services" will be built "Comprehensive operation model will achieve full coverage of 1,000-ton inland river terminals in the city's national and provincial economic development zones (industrial parks) by 2025; plan Jiaxing Port's sea, air and rail multimodal transport to enhance Jiaxing Port's ability to serve the Yangtze River Delta region.
