02 New energy vehicle sea export process

 

01 Preparation before filing

 

Before exporting, foreign traders should understand the relevant laws, regulations and other regulations on automobile products in the exporting country or region, and ensure that the exported products comply with the mandatory technical requirements in the fields of safety, environmental protection, energy conservation and other fields - automobile technical regulations and product access management System (including management agencies, processes, etc.).

 

02 Send manifest information and declare goods

 

The manifest transmitter transmits the main data of the pre-allocated manifest to the customs before going through the declaration formalities.

 

03 Cargo declaration

 

According to the standardized declaration requirements of the General Administration of Customs, electronic text of packing lists, invoices, and contracts are provided and declared to the customs through the China International Trade Single Window. Automobile exports are applicable to the national integrated customs clearance model, and enterprises can independently choose the export declaration place and exit port. (Pure electric vehicles do not need to apply for an export license)

 

04 Goods arrive

 

When all new energy vehicles arrive at a customs-supervised workplace, the operator of the relevant site shall submit an arrival report to the customs in electronic data. After receiving the report, the customs can handle the inspection or release procedures of goods and articles; at the same time, the China International Trade Single Window will feedback relevant information.

 

If the customs declaration form is subject to inspection at the port, the China International Trade Single Window will inform the company that the goods need to be inspected; after receiving the notification, the company will go to the customs inspection department at the port to go through the inspection procedures; the customs at the port will arrange an inspection plan based on the company's application. Instruct the inspection to be carried out, and enter the inspection results after the inspection is completed. If no abnormality is found, the vehicle will be released.

 

05 Goods release

 

The release of goods is divided into two situations: inspection and no inspection. If there is no inspection, the H2018 system will complete the automatic release operation of the customs declaration form based on the electronic arrival report. If there is an inspection, subsequent disposal methods will be determined based on the inspection results.

 

(1) Check if it is normal

 

The customs at the inspection place enters the inspection processing results, and the H2018 system automatically completes the release operation.

 

(2) Check for abnormalities

 

The customs at the place of declaration will conduct inspection and follow-up processing. If it can be released, the customs at the place of declaration will enter the comprehensive processing results to complete the release operation.

 

06 Shipment for export

 

After the customs completes the customs declaration form and releases it, the enterprise can go to the supervision site to handle the cargo shipment procedures with the customs electronic or paper release voucher.

 

07 Customs clearance

 

After the goods are shipped, the system automatically clears customs declarations that meet the conditions.
