The General Administration of Customs issued an announcement on the acceptance requirements for imported clothing.

According to the "Import and Export Commodity Inspection Law of the People's Republic of China" and the "Customs of the People's Republic of China Import and Export Commodity Inspection and Acceptance Management Measures" (hereinafter referred to as the "Acceptance Measures"),The General Administration of Customs has decided to implement acceptance management of imported clothing inspection. The relevant matters are hereby announced as follows:

1. Scope of products to be implemented for acceptance

According to the results of the quality and safety risk assessment of imported clothing, if the consignee of imported goods or his agent imports clothing listed in the "List of Imported Clothing Commodity Numbers for Acceptance of Acceptance" (see Appendix 1), he may entrust an acceptance agency to conduct inspection. According to the provisions of the Measures, the inspection results of the acceptance agency shall be accepted.

2. Inspection items, applicable technical specifications and inspection methods

The acceptance agency shall conduct inspections on imported clothing in accordance with the requirements of the "Imported Clothing Acceptance Inspection Items, Applicable Technical Specifications and Inspection Methods" (see Appendix 2).

3. Contents of inspection report

The acceptance agency accepts the entrustment of the consignee of imported goods or his agent to conduct inspection of imported clothing and issue an inspection report. The inspection report shall comply with the provisions of Article 13 of the "Measures for Acceptance of Information" and shall be accompanied by photos of the adopted products.

4. Validity period of inspection report

The inspection report issued by the acceptance agency is valid for one year from the date of issuance.

5. Requirements of the acceptance agency

(1) Application conditions.

Inspection agencies that apply to be included in the catalog management of imported clothing certification agencies (hereinafter referred to as the applicant agencies), in addition to meeting the provisions of paragraphs 1, 2, 4, 5 and 6 of Article 7 of the "Accreditation Measures", should also meet the following requirements:

1. Inspection agencies registered in the territory of the People's Republic of China should obtain the qualification accreditation of inspection and testing agencies (CMA) or obtain the ISO/IEC 17025 accreditation implemented by the China National Accreditation Service for Conformity Assessment (CNAS), and the scope of inspection capabilities should include those listed in Appendix 2 of this announcement. Listed inspection items, applicable technical specifications and inspection methods.

2. Inspection institutions registered outside the People's Republic of China should obtain the ISO/IEC 17025 system accreditation implemented by the International Laboratory Accreditation Cooperation Mutual Recognition Agreement (ILAC-MRA) signed accreditation agency, and the scope of inspection capabilities should include those listed in Appendix 2 of this announcement. Listed inspection items, applicable technical specifications and inspection methods.

(2) Application method.

The applicant organization shall submit application materials to the customs in accordance with Article 8 of the "Measures for Acceptance of Credit". The specific application path is as follows: China International Trade Single Window (https://www.singlewindow.cn)—Business Application—Standard Edition Application—Inspection and Quarantine—Import and Export Commodity Inspection and Acceptance. For details on the application process, please refer to the "Service Guide for the "Catalogue Management of Customs Import and Export Commodity Inspection and Accreditation Agencies" (see Attachment 3).

6. Application requirements

If the consignee of imported goods or his agent needs to apply for acceptance of imported goods, he should declare in the "Goods Attributes" column according to the "Inspection Results Need to be Accepted" type, and enter "Product Qualification" in the "Product Qualification" column corresponding to the goods item number. "Accepting Agency Code/Inspection Report Number" and upload the "Quality and Safety Conformity Statement" (see Attachment 4) in the "Accompanying Documents" column. The customs will implement the acceptance in accordance with the "Acceptance Measures".

This announcement will be effective from December 1, 2022.
