Starting from November 10, 2025, the United States will lower the tariffs previously imposed on Chinese products to so-called curb the inflow of fentanyl, and the overall tax rate will be reduced by 10 percentage points; at the same time, it will maintain the suspension of "further reciprocal tariffs" on Chinese products before November 10, 2026. (The current 10% reciprocal tariff will remain in place during this suspension.)
In addition, Trump said in an interview with the media aboard Air Force One on October 31, 2025 that he would "love" to further reduce tariffs on China by another 10%. What Trump means is: willing to cancel the remaining 10% "fentanyl tariff" (fentanyl tariff).

When some companies see the word "301", they misunderstand that the United States has suspended Section 301 tariffs, that China has suspended countermeasures against Section 301 tariffs, and that my country's suspension of countermeasures against US maritime Section 301 tariffs has been canceled, and that they no longer need to apply for market-based procurement exclusions from the United States. This is a completely wrong understanding.
This adjustment regarding the 301 investigation is actually as follows: The adjustment that the United States has suspended for one year is the 301 investigation tax on Chinese maritime vessels. This 301 investigation is completely different from the 301 investigation on commodity goods since 2018.
In the same way, China’s adjustment of suspending measures to counter the U.S. Section 301 maritime investigation for one year is not a suspension of countermeasures against Section 301 tariffs on goods, but a suspension of the Ministry of Transport’s measures to collect special port fees from U.S. ships. It is targeted at maritime vessels and has nothing to do with tariffs.
Therefore, if an enterprise wants to import goods originating in the United States that are on the counter-301 tariff list, it still needs to apply for a market-based procurement exclusion number from the United States to enjoy exemption from the counter-301 tariff. China will adjust some of its previous anti-fentanyl tariff measures against the United States. There are some interesting aspects in the outcome of the talks. For example, China specifically emphasized that China would suspend the implementation of the charging measures for US ships only after the US suspends the implementation of the Section 301 investigation measures on the maritime logistics and shipbuilding industry. The implication is that if the United States does not stop implementing maritime 301 investigation measures, China will not stop either.
