Recently, Hong Kong Customs reported that in the past week, Hong Kong Customs conducted anti-illicit cigarette operations in Tin Shui Wai, Kwai Chung and Yuen Long and detected two large-scale smuggling cigarette cases.
A total of approximately 15 million suspected illicit cigarettes and approximately 7,800 kilograms of suspected unduty-paid manufactured tobacco were seized, with a total market value of approximately HK0 million (approximately RMB 112 million) and a total taxable value of approximately HK,000. One million Hong Kong dollars (approximately 75.6 million yuan).
In the first case, after in-depth investigation, Customs raided a logistics warehouse in Tin Shui Wai on the 30th of last month and discovered a batch of goods arriving from Malaysia for re-export to Australia, containing 5 million unduty-paid cigarettes.
In the second case, after intelligence analysis, Customs intercepted and inspected a 40-foot container arriving from Thailand at the Kwai Chung Container Terminal on December 2 and claiming to contain groceries.
After inspection, customs officers seized approximately 10 million suspected illicit cigarettes in the container and arrested a 63-year-old male truck driver suspected of being involved in the case.
During a surveillance delivery operation later on the same day, customs officers seized another 7,800 kilograms of suspected unduty-paid manufactured tobacco in San Tin, Yuen Long, smashed a large manufactured tobacco storage warehouse, and arrested four persons aged between 32 and 40. The 20-year-old man suspected of being involved in the case includes the warehouse manager and three porters.
Lam Wai Kit, Senior Investigation Officer of the Tax Investigation Team 1 of the Revenue Crime Investigation Bureau of the Hong Kong Customs and Excise Department, said that in the two operations, a total of 15 million unduty-paid cigarettes and 7.8 metric tons of unduty-paid manufactured tobacco were seized, with a market value of approximately HK0 million and a taxable value of HK,100. Thousands of Hong Kong dollars.
Among the illicit cigarettes seized, 7 million were "white brand cigarettes", accounting for 70% of imported illicit cigarettes, and the rest were traditional illicit cigarettes. Customs believes that the illicit cigarettes seized are for the local market, and the operation has successfully blocked the flow of large quantities of "white label" cigarettes and tobacco into Hong Kong.
The Customs said that after a series of crackdowns, it is aware that the sales of "white brand cigarettes" on the market have been brought under control.
In addition, the Customs will continue to cooperate with other regional departments to enhance the investigation progress and intensity of cross-border smuggling of cigarettes, and launch joint law enforcement operations in a timely manner through liaison mechanisms with local Customs. Customs will also hand over the investigation data to overseas investigation agencies later.
Hong Kong Customs is the government department responsible for combating smuggling and has been actively combating all types of smuggling activities in an all-round way. Customs will never let up on its law enforcement actions and will continue to severely crack down on maritime smuggling activities, actively use risk management and intelligence-led law enforcement strategies, launch targeted anti-smuggling operations in a timely manner, and make every effort to curb related activities.
Smuggling is a serious crime. According to the "Import and Export Ordinance" of Hong Kong laws, anyone who imports or exports unmanifested goods, upon conviction, may be fined up to HK million and imprisoned for seven years.
