Life first and safety first run through all work and the entire process of safe production, correctly handle the relationship between epidemic prevention and control, resumption of work and production, and strict implementation of local territorial management responsibilities, departmental "three must" supervision responsibilities and The main responsibility of the enterprise is to tightly control the "bull nose" of curbing major accidents, effectively prevent and resolve major safety risks, and firmly hold the bottom line of safety.

The meeting emphasized that it is necessary to immediately carry out a special inspection and rectification of the storage safety of hazardous chemicals nationwide, focusing on ports, docks, logistics warehouses, and chemical parks. The emergency management department shall supervise the relevant production and operation enterprises to implement measures such as cooling, ventilation, and keeping away from fire in the storage process. It is strictly forbidden to store excessive amounts and varieties, and mixed storage of mutually contraindicated substances, and ensure relevant cooling sprays, monitoring alarms, and fire protection systems The installation facilities are intact and effective. Transportation departments and customs at all levels shall organize inspections of all ports, warehouses (storage) yards, and wharves involving hazardous chemicals, penalize unqualified safety conditions, excessive storage, illegal mixed storage, etc., and order rectification within a time limit. . The departments of industry and information technology, public security, and market supervision should organize the investigation and punishment of the illegal production, storage and use of ammonium nitrate and other civil explosives in accordance with the division of responsibilities, and implement the sales and purchase license approval and flow information registration system. The eco-environmental department shall conduct in-depth safety inspections of hazardous wastes and effectively implement safety precautions. All regions should carry out quantitative risk assessments for all storage places of explosive hazardous materials such as ammonium nitrate, and organize experienced experts to conduct in-depth front-line guidance services, open and unannounced visits, and truly in-depth investigations. We must insist on starting from the source, strictly implement the joint approval and strict control requirements of hazardous chemical production and storage projects, and scientifically and rationally arrange hazardous chemical production and storage enterprises.

The meeting pointed out that the lessons of every accident are exchanged for life and blood, but the rectification measures proposed in some serious accident investigation reports are often “shelved”. It is necessary to carry out in-depth implementation of the rectification measures for serious accidents. Work hard on implementation. According to the rectification measures proposed in the accident investigation report, the implementation situation should be evaluated one by one, and it must not be changed and let go. It is necessary to report to the higher-level safety committee and publicly release the assessment results, accept social supervision, accept practical tests, and be responsible for safe production and people’s lives. It is necessary to strengthen accountability, and if rectification measures are not implemented, major issues remain unresolved, and major risks and hidden dangers are delayed, they shall be transferred to the discipline inspection and supervision organs for accountability. Through the evaluation, we should not only focus on solving the specific problems raised in the accident investigation report, but also promote the solution of the long-standing "old problem", and earnestly achieve national warnings and rectifications nationwide.

The meeting emphasized that each August is a relatively concentrated month for serious and serious accidents. It is necessary to combine the three-year national safety production rectification action to strengthen the safety prevention work in key industries such as coal mines, non-coal mines, fire protection, road transportation, and construction construction.
