Shipping international transshipment cargo:Refers to goods that are shipped from an overseas port, changed to a shipping vessel at a place where customs is established in the country, and continue to be shipped overseas.

 

Enterprises often need to consult the customs when declaring international maritime transshipment goods (hereinafter referred to as "transshipment goods") for the first time. Today, the editor has specially compiled the knowledge on the supervision of transshipment goods. Come and take a look!

 

Supervision basis

 

●"Customs Law of the People's Republic of China"

 

●"Measures of the Customs of the People's Republic of China for the Administration of Inbound and Outbound Conveyance Manifests" (published by the General Administration of Customs Order No. 172 and modified by the General Administration of Customs Order No. 235 and 240)

 

●"Measures of the Customs of the People's Republic of China for the Supervision of Entry and Exit Conveyances" (published by the General Administration of Customs Order No. 196 and modified by the General Administration of Customs Order No. 240)

 

●"Announcement on Adjustments to Matters Related to the Management of Water and Air Freight Manifests" (General Administration of Customs Announcement No. 144, 2019)

 

Basic process

 

Transshipment goods shall be subject to customs supervision from the time they enter the country until they leave the country. The basic procedures for customs clearance supervision of transshipment cargo are as follows:

 

1. Before the transshipment goods enter the country, the manifest transmitter shall transmit the original manifest electronic data to the customs.

 

2. After the transshipment goods arrive at the domestic port, the site operator or tally department shall submit a tally report to the customs in electronic data form.

 

3. Before the transshipment goods leave the country, the manifest transmitter shall transmit the pre-allocated manifest electronic data to the customs.

 

4. The manifest transmitter transmits the electronic data of the international transfer approval document to the customs. The customs manifest system automatically verifies the electronic data of the original manifest and cancels the electronic data of the pre-allocated manifest based on the electronic data of the international transit authorization document.

 

5. After the transshipment goods arrive at the exit terminal, the site operator shall submit an arrival report to the customs in electronic data form.

 

6. The manifest transmitter transmits the electronic data of the loading manifest to the customs. The goods and items listed in the loading manifest must have been released by the customs.

 

7. When the goods are loaded and ready to leave the country, the person in charge of the transport vehicle shall submit a customs clearance application to the customs. Only after the customs has completed the procedures, the outbound transport vehicle can leave the country.

 

8. After the outbound transportation vehicle leaves, the site operator or tally department shall submit a tally report to the customs in electronic data form, and the customs manifest system will verify the original electronic manifest data based on the electronic data of the export tally report.

 

The time limit and filling specifications for manifests and related electronic data transmission should comply with the provisions of the "Manifest Management Measures of the Customs of the People's Republic of China for Entry and Exit Conveyances", "Announcement on Adjustments to Matters Related to the Management of Water and Air Transport Manifests" and other documents.

 

Precautions

 

Filling specifications

 

Original manifest, pre-configured manifest:The "cargo status code" should be filled in with "002" (international transshipment cargo); the "transshipment destination code" should be the overseas port.

 

International forwarding order:The entry and exit general (sub) bill of lading numbers and cargo information data sections need to be filled in; the loading place code fills in the loading place code in the original entry manifest; the unloading place code fills in the unloading place code in the outbound pre-allocation manifest; For container numbers with container changing operations, fill in the actual shipping container number; fill in the number and weight of the goods accurately.

 

Replace container

 

If the container for international transshipment needs to be changed for any reason, a written application should be submitted to the customs where the goods are located, and the change can only be made after review and approval by the customs.

 

Extension request

 

International transshipment goods should be transshipped out of the country within three months. If the export needs to be postponed under special circumstances, paper application instructions must be submitted to the customs at the place of entry, and the extension can be up to six months.

 

customs inspection

 

The customs may inspect the transshipment goods when it deems it necessary. If the electronic manifest data is subject to inspection and needs to be inspected, the enterprise should cooperate with the customs to carry out inspection work.
