According to the latest notice from the Saudi Standards Bureau SASO, starting from January 1, 2025, all goods exported to Saudi Arabia must submit an application through the SABER system and obtain PCoC (Product Certificate of Conformity) and SCoC (Shipment Certificate).

Detailed explanation of rules

 

SABER certification is Saudi Arabia's compulsory product certification system, which aims to ensure that imported products comply with Saudi standards and regulations in terms of quality, safety, and environmental protection. All products sold in Saudi Arabia, including machinery and equipment, must pass SABER certification.

This update clearly stipulates that all goods imported into Saudi Arabia must complete the following operations through the SABER platform:

 
PCOC (Product Certificate of Conformity)
Product conformity certificate, suitable for certification of a single model of product. This is usually done in the exporting country.
 
SCOC (Shipment Certificate of Conformity)
Shipping Conformity Certificate, issued for a specific shipment batch, is used to prove that the goods comply with Saudi standards when clearing Saudi customs.
 
This means that PCOC and SCOC become mandatory documents.
 
Undertaking Letter
Previously, certain low-risk products were allowed to replace certification through a commitment letter, but the new regulations clearly cancel this practice and all goods must obtain SABER certification.

Saudi Arabia no longer accepts certification documents from other countries unless issued by a SASO authorized agency.
 
Apply before arriving in Hong Kong
All products exported to Saudi Arabia must apply for an SC certificate through the SABER system before the goods arrive at the port. The SC certificate applied after arrival at the port will be regarded as an invalid and illegal operation, resulting in the failure of customs clearance of the goods.
 
Provide bill of lading to confirm transit status
When applying for an SC certificate later, you need to provide documents such as the bill of lading to confirm the status of the goods in transit. This is to ensure that the SC certificate application is consistent with the actual transportation of the goods.
 
Consequences of not meeting requirements
Goods that do not obtain the required certificates through the SABER system will not be cleared for customs clearance in Saudi Arabia. Delays in customs clearance or shipments being refused entry can result in additional detention costs and business losses.The resulting fines, detention fees or demurrage fees may be fully borne by the importer.
