On August 25, the State Council Information Office held a series of theme press conferences on "Complete the 14th Five-Year Plan with High Quality". Sun Meijun, Director of the General Administration of Customs, introduced the achievements of customs to protect national security and promote high-quality development during the "14th Five-Year Plan".
Smuggling endangers national security and the interests of the people and undermines economic and market order is an illegal and criminal act and must be cracked down on at high pressure.
Regarding the situation of cracking down on smuggling, Sun Meijun responded in response to the inquiry that since the 14th Five-Year Plan, the customs, together with the public security and other relevant departments, have hung the "sword of the country" high, carried out special operations in a rolling manner, deepened international law enforcement cooperation, and cracked down on smuggling crimes. A total of 23,000 smuggling crime cases have been investigated and handled, with a case value of nearly 480 billion yuan and tax-related more than 60 billion yuan. The smuggling crimes of key commodities such as foreign garbage, endangered species, drugs, and controlled items have been effectively curbed.
On the scene, Sun Meijun shared several major special actions and achievements-
The first is the "mission" action. This is a special operation to investigate and combat drug smuggling. One gram of drugs is enough to destroy a family, and protecting thousands of families is our "mission". Since the 14th Five-Year Plan, we have filed 3,032 cases of smuggling drug inbound drugs that have been investigated and dealt with, and seized 15.7 tons of various drugs such as methamphetamine and cocaine, resolutely preventing drug smuggling and entering the country.
The second action is the "Blue Sky" action, which is a special action to combat foreign garbage smuggling. Some of the containers we seized were stuffed with waste plastic, old clothes, and waste slag. These things carry a large amount of bacteria and harmful substances, which have an impact on people's health and ecological environment. Through continuous high-pressure crackdowns, foreign garbage smuggling has been greatly reduced, and the weight of solid waste verified in 2024 has decreased by 96% compared with 2020.
The third action is the "escort" action, which is a special action jointly launched by the General Administration of Customs and the Ministry of Public Security to combat the "buying agent" smuggling on offshore islands in Hainan. Everyone may know that "buying agents" is an illegal act of using duty-free qualifications and quotas, purchasing duty-free goods, and conducting secondary sales to make profits. Since the 14th Five-Year Plan, we have carried out special crackdowns and comprehensive governance, and investigated and handled "buying agents" cases with a value of 5.9 billion yuan, which has formed a strong deterrence for illegal acts and escorted the construction of Hainan Free Trade Port.
The fourth operation is the "Mae Long" operation, which is an international law enforcement operation in the Asia-Pacific region jointly initiated by China Customs and Vietnam Customs, focusing on combating the smuggling of drugs and endangered wild animals and plants. Since the 14th Five-Year Plan, the action has been launched for five consecutive periods, and the participating countries (regions) have grown to more than 20. According to reports from all parties, more than 60 tons of various drugs and premature chemicals and 479 tons of endangered wild animal and plant products have been seized. The action has become a flagship project for international law enforcement cooperation in the Asia-Pacific region.
The fifth operation is the "Goddess of Earth", an international joint operation launched by China Customs under the framework of the World Customs Organization to combat solid waste smuggling. Since the 14th Five-Year Plan, five consecutive periods have been initiated, participating countries (regions) in total reported 35,000 tons of smuggled waste. This action has become a public product of global customs ecological environment law enforcement cooperation, and has enhanced the global joint efforts to combat solid waste smuggling.
