According to reports, Thai Deputy Prime Minister Enidi recently chaired the first CMC meeting in 2025. At the meeting, it was pointed out that Thailand has implemented strict inspection measures for imported goods, including increasing the opening rate of full container freight (from 20% to 30%), 100% X-ray security inspection at some border checkpoints, and also decided to implement Import duties and value-added tax will be levied on goods worth 1 baht and above from January 1, 2026, to promote fair trade and prevent the import of substandard and low-quality products. This move covers almost all imported goods in Thailand.

 

According to Thai media reports, Thailand’s Illegal Foreign Goods and Enterprise Management and Disposal Committee (CMC) held its first meeting in 2025. Thai Deputy Prime Minister Enidi presided over the meeting. It was pointed out at the meeting that Thailand has implemented a series of strict measures to conduct comprehensive inspections of imported goods. The specific contents are as follows:

 

Imported goods inspection measures

 

Improve the opening rate of FCL shipments:Increase the open rate of full container shipments (FCL) from 20% to 30%.

 

Strengthening security at border checkpoints:At the higher-risk border checkpoints of Nakhon Phanom and Mukdahan, 100% X-ray security checks will be implemented.

 

Crack down on offenders:Regarding illegal foreign goods, more than 86,000 violators have been prosecuted, and the transparency and intensity of law enforcement continue to be strengthened.

 

Adjustments to tax policies on imported goods

 

1. Cancel the minimum exemption policy:According to the latest announcement from the General Administration of Customs of Thailand, starting from January 1, 2026, Thailand will cancel the minimum exemption policy for goods worth 1,500 baht (approximately 335 yuan) and below from import duties.

 

2. Comprehensive collection of taxes and fees:Starting from January 1, 2026, all imported goods worth 1 baht and above are required to pay import duties and value-added tax (VAT) when entering Thailand. The combined minimum of the two taxes and fees is not less than 17%. Specifically, before December 31, 2025, Thailand will only levy a 7% value-added tax on imported goods below 1,500 baht, and will be temporarily exempt from tariffs; starting from January 1, 2026, all imported goods will need to pay an additional 7% value-added tax based on the customs tax corresponding to the product category. Among them, a uniform tariff rate of approximately 10% will be applied to small-value e-commerce packages. This series of measures means that almost all imported goods into Thailand are subject to taxation, aiming to promote fair trade between Thai companies and small and medium-sized enterprises and cheap imported goods, and to prevent the import of substandard and low-quality products from abroad.

 

Online platform regulatory measures

 

Issuance and entry into force of regulations:The Electronic Transactions Development Authority of Thailand (ETDA) has issued a regulation requiring e-commerce platforms to disclose seller and product information and implement notification and removal mechanisms. The regulation will take effect on December 31, 2025.

 

Put regulatory requirements on specific platforms:In July this year, Thailand proposed regulatory requirements for 19 digital service platforms with the nature of "commodity markets", which includes collecting seller information and checking the relevant qualifications of goods before selling or promoting them. Such platforms include Shopee, Lazada, TEMU, etc.
