For imported special equipment manufactured overseas, the "Announcement" still follows the overall requirement that "pressure-bearing special equipment requires a manufacturing license, and electromechanical special equipment and its components must pass type testing before being put into use." In other words, overseas manufacturers of special pressure-bearing equipment such as boilers, pressure vessels, gas cylinders, safety accessories, and pressure pipe components should obtain production licenses; overseas-manufactured elevators, hoisting machinery, passenger ropeways, large amusement facilities, Special electromechanical equipment such as special motor vehicles and their components in the field (factory) shall pass type tests before use.

Requirements for imported pressure piping component manufacturing units have changed

License" (hereinafter referred to as the "Production License"), and these two types of special equipment need to pass type testing and manufacturing supervision inspection (or import safety performance supervision inspection), and the transition period is until May 31, 2024. Previously, the General Administration of Customs has updated and optimized the "Cargo Attributes" parameter table of the "China International Trade Single Window System". When importing enterprises declare, for products that meet the definition and description of the "Special Equipment Catalog", they should select "39-Special Equipment" in the "Goods Attributes" parameter option. For those that require online verification of supervision and license documents, the certificate number must be filled in for verification. For products whose principles, structures, functions, etc. are similar to those of special equipment but do not fall within the definition and description of the "Special Equipment Catalog", "40-Non-Special Equipment" should be selected in the "Cargo Attributes" parameter option.

Some companies that plan to import special equipment mistakenly believe that only products required by the Announcement and requiring manufacturing companies to obtain a "Production License" are special equipment when consulting the customs about the declaration requirements. In fact, as long as the products meet the definition and description of the "Special Equipment Catalog", they are special equipment. The "Announcement" is a requirement for the administrative licensing management of special equipment. Obtaining a "Production License" for a manufacturing enterprise is one of the forms of administrative licensing for special equipment.
