Sunny Worldwide LogisticsIt is a logistics company with more than 20 years of transportation experience, focusing on markets such as Europe, America, Canada, Australia, Southeast Asia, etc., and is more than the owner of the cargo owner.

On April 16, the Ministry of Commerce of China forwarded an emergency warning notice from the Chinese Embassy in Vietnam.

In order to prevent fraud in origin, the Ministry of Industry and Trade of Vietnam recently issued a document requiring strengthening regulatory measures for raw material suppliers to prevent fraud in origin.

Vietnam Ministry of Industry and Trade:

In order to actively respond to the new situation, ensure the balance of interests between Vietnam and its partners, and not affect the production and export activities of Vietnamese enterprises, the Ministry of Industry and Trade recommends that the export industry associations and production and export enterprises pay attention toThe following content:

  • All export industry associations should work closely with national management agencies to provide timely information on policy mechanisms and international trade market trends in order to make suggestions and guidance to member companies and help them actively formulate production and export plans;

  • The association should act as a coordinating unit to support member companies to expand and diversify the supply of raw materials required to produce exported goods, and reduce their dependence on the single imported raw materials market;

  • Member companies are advised to pay attention to ensuring the traceability of the source of raw materials used for production, comply with the relevant requirements of the importing country on food hygiene, safety and traceability, and prevent fraudulent behavior from occurring from origin.

Vietnam strengthens control of goods in China

On April 10, the permanent office of the Vietnam National Steering Committee No. 389 (the Vietnam National Steering Committee on Anti-smuggling, Combating Trade Fraud and Counterfeit Commodities) issued a document requiring localities to strengthen the fight against trade fraud involving the origin of goods.

In order to prevent fraudulent behavior from origin, the Ministry of Industry and Trade of Vietnam recently officially issued Document No. 2515/BCT-XNK, requiring strengthening the management of raw material suppliers and strictly controlling the quality of raw materials.

According to the document, the current international trade situation changes rapidly and unpredictable, especially in the context of the United States adopting tariff policies on many countries, including Vietnam, which is even more complicated.

According to media reports, Vietnam and the United States reached a phased consensus on economic and trade negotiations.Committed to strengthen the management of origin, crack down on Chinese goods transferred to the United States through Vietnam, including the establishment of a "Chinese Commodity Re-export Monitoring System", the pilot phase will begin from Q3 2025.

The Vietnamese Prime Minister demanded strengthening the crackdown on trade fraud in origin and preventing third countries from re-exporting goods from the United States through Vietnam. At the same time, Vietnam has promised to tighten control over Chinese goods.

The United States will also strictly investigate tariff fraud

Faced with high tariffs, some American importers have begun to take various measures of evasion, including manyIllegal operation. False reporting of goods types, underreporting goods value, and falsely reporting of the country of origin have become common tricks for some importers to bypass customs supervision and evade tariff payments.

Legal experts point out that customs fraud cases are increasingly passing false claims lawsConduct a lawsuit. The law allows private parties to file lawsuits on behalf of the government, making whistleblowers who understand the inside story an important force in combating fraud.

In some cases, whistleblowers can receive 10% of the recovered funds as a reward, which further motivates employees and competitors to expose fraud. This law has facilitatedMany large settlement casesFor example, in 2016, a company was forced to pay million for filing a false import claim.

Flexport founder Ryan Petersen also recently revealed on social media that CBP provides 10% of the funds recovered as a reward for whistleblowers reporting customs fraud.

This policy will undoubtedly enhance the willingness of all sectors of society to participate in the fight against customs fraud, but at the same time put forward higher requirements on the regulatory capabilities of the customs system.
