“非一批一证”制和“一批一证”制

对消耗臭氧层物质进口和出口实行“一批一证”制，每份许可证在有效期内一次报关使用。

对重点旧机电产品进口实行“一批一证”或“非一批一证”制。“非一批一证”指进口许可证在有效期内可以分批多次累计报关使用，但累计使用最多不得超过12次。

The export of (used) automobiles is managed under the "one batch, one license" system, and the export license can be used once for customs declaration within the validity period.
