Recently, the Vietnam Federation of Industry and Commerce and Industry proposed to cancel the import tax exemption for small-value orders. Recently, the Vietnam Federation of Commerce and Industry (VCCI) submitted an opinion on the draft customs administration law for e-commerce import and export goods to the Ministry of Finance of Vietnam, which proposed to cancel the regulations exempting import tax on orders worth less than 1 million Vietnamese dong (approximately RMB 278).
Previously, in order to promote the development of import trade, Vietnam stipulated that imported goods in this value range could enjoy tax-free discounts without paying import tax and value-added tax (VAT). However, policies have been tightened at the beginning of this year, and the VAT exemption for delivering such goods by express delivery has officially stopped.
Although the Ministry of Finance still recommends that goods with smaller value be exempted from import tax in the "Draft Customs Administration of Import and Export Goods", if this proposal from VCCI is adopted, Vietnam will become the latest country to join the global "encirclement and suppress small-scale tax exemption" ranks after Japan. This policy adjustment direction reflects the new considerations that Vietnam may make between balancing trade promotion and tax management.
At the same time, Vietnam is carrying out large-scale warehousing inspection operations. Although the taxation policy for small parcels has not yet been settled, strict scrutiny on warehousing has begun. Many Toucheng Logistics companies have suspended their overseas warehouse business in Vietnam, and the industry has frequently received notifications of warehouse operations suspended. Some sellers reported that some logistics providers have issued an emergency notice due to the Vietnamese government's large-scale warehouse inspection operation, saying that the surrounding parks have been inspected. In order to ensure the safety of the warehouse goods, the warehouse will be suspended and closed from May 29. It is expected that operations will resume in about 15 days, and the specific time will be notified. The supervision of this action is unprecedented, affecting multiple cross-border logistics links, and sellers and logistics service providers are facing a great impact.
The Vietnamese government's emphasis on logistics supervision is not a temporary measure. According to Vietnamese media reports, the Vietnamese government announced the launch of a national special operation from May 15 to June 15, 2025. Prime Minister Fan Mingzheng instructed the establishment of a multi-level working group to focus on combating crimes such as smuggling, trade fraud, counterfeiting and substandard and intellectual property infringement. According to relevant data, in the first four months of 2025, Vietnam investigated and dealt with more than 34,000 cases, including more than 8,200 smuggling cases, 25,100 tax evasions, and more than 1,100 counterfeit and infringement cases, fully demonstrating the Vietnamese government's determination to crack down on illegal and irregular behaviors.
It is worth noting that in addition to Vietnam, other Southeast Asian countries such as Thailand and Indonesia are also continuing to strengthen regulatory measures in the logistics field, and the investigation and punishment of various infringement and non-compliant products are becoming increasingly fierce. This series of changes shows that the logistics regulatory environment in Southeast Asia is undergoing profound changes. Cross-border e-commerce sellers and logistics service providers need to pay close attention to policy trends and adjust their business strategies in a timely manner to adapt to new regulatory requirements and ensure business compliance and stability.
