Recently, the Philippine Customs Administration (BOC) seized three containers at the Manila International Container Port (MICP), containing electronic cigarette products and other regulated goods with a total value of Phillipino pesos 40.5 million.
On July 31, BOC personnel inspected the seized goods, which were from China and were wrongly declared as kitchen supplies.
In fact, after receiving relevant information, the Bureau of Customs Intelligence and Investigation (CIIS) issued a cargo seizure order in January 2025.
A 100% physical inspection was conducted on July 14, 2025 and 81,000 various electronic cigarette products were found, as well as bags of fully refined paraffin wax and other items with false declarations.
The seizure order was issued on July 23, 2025. At present, these goods are in confiscation procedures for violating sections 117, 1400, 1401 and 1113 of the Customs Modernization and Tariff Act (CMTA), relevant bill No. 11900 and relevant Ministry of Trade and Industry (DTI) regulations.
At the same time, the Philippine Customs Administration is actively carrying out case investigations to determine and prosecute relevant responsible persons to ensure full accountability under the law.
Customs Assistant Commissioner Vincent Philip Maronira said that customs will conduct stricter inspections on imported batches containing "multiple goods" because violations are the most frequent in this case.
Maronila calls on the public not to buy illegal e-cigarette products. “As long as someone buys these products, there will be people smuggling,” he said.
Rizalino Jose C. Torralba, Regional Tax Officer of Manila International Container Port (MICP), also reiterated the port's determination to firmly enforce the law. He noted: “Smuggling activities involving electronic cigarette products pose not only a major threat to public health, but also a serious economic risk. The Ports of Manila fully supports Commissioner Ariel to defend the national border and ensure that only legal and correctly declared goods can enter the country.”
