The Short Answer

Luxembourg charges 17 per cent, the lowest standard VAT rate in the European Union, and that one number pulls more quotations toward the Grand Duchy than anything else about the country. It arrives with a condition: the rate belongs to goods released for free circulation inside Luxembourg, so a consignment sold to a French or Belgian buyer and merely routed through the Grand Duchy does not acquire it. Luxembourg is also landlocked, which means the container always enters Europe somewhere else first, and the term you sign decides who owns both of those problems.

What a Booking Covers

A door-to-door movement into Luxembourg runs as one contract across a chain with more links than a coastal destination carries: collection at your supplier, the export declaration, the ocean or air leg into a neighbouring gateway, the road or rail leg across the border, the Luxembourg import entry, and delivery to the address.

On DDP we hold the entry, settle duty and the 17 per cent where it is genuinely due, and hand over cleared cargo against a single invoice.

On DDU the consignee clears in its own name and pays at release, which for a landlocked country also means the consignee owns the inland leg that follows the border rather than only the paperwork at it.

Four Tests That Separate Two Quotes

Two quotations for the same pallet can differ by more than the freight line. Put these four questions to whoever issues them, and the gap usually explains itself.

Test one: where the goods are released

Ask which member state will accept the entry. If the answer is not Luxembourg, the 17 per cent does not apply whatever the delivery address says. Cargo cleared at Antwerp and trucked south pays Belgian VAT at 21 per cent, and the buyer's recovery then hangs on a Belgian number instead of a Luxembourg one.

Test two: who can reclaim what

Import VAT only becomes a cost when nobody can recover it. A Luxembourg consignee with taxable activity recovers the charge through its periodic return; a private buyer, or a company registered in another member state, carries it as a landed cost. Under DDP the recovery is ours, and the rate we publish already accounts for that.

Test three: the delivery address

A Luxembourg postcode and a Belgian one fifteen kilometres away are different tax jurisdictions. In a country this small the delivery address settles the rate far more often than it does in a larger market, and a quotation built on the wrong side of the border is out by four points before freight is discussed.

Test four: the document set

Small jurisdictions forgive fewer gaps. The invoice, the packing list and the entry have to agree on value and description before release, because a file this short surfaces a mismatch at the counter on the day rather than in an audit months later.

How a Landlocked Country Receives a Container

Four arrival points cover almost every Luxembourg consignment, and each one attaches a different inland leg to the same sailing.

  1. Antwerp, by sea. The nearest deep-water container port sits roughly 200 kilometres northwest, and discharge plus release plus the road leg puts door-to-door transit at 30 to 40 days from a Chinese base port.
  2. Rotterdam, by sea. A longer road leg than Antwerp but more weekly capacity, which matters when a booking has to hit a specific vessel rather than a specific quay.
  3. Findel, by air. Luxembourg's airport is a dedicated freighter base for Cargolux and other all-cargo operators, so capacity comes as main-deck space rather than belly hold; 4 to 7 days door to door.
  4. Bettembourg, by rail. The Eurohub Sud terminal receives containers railed in from the northern ports, and rail from China stops at those hubs rather than at the border, which keeps the final leg on a truck; allow 22 to 30 days door to door.

The Rate Is 17 Per Cent, and It Belongs Here

The lowest standard rate in the union

Luxembourg sets VAT at 17 per cent, the lowest standard rate of the twenty-seven member states, with an intermediate band at 14 per cent, a reduced band at 8 per cent and 3 per cent for a narrow list that takes in food, medicines, books and children's clothing. For an importer of ordinary consumer or industrial goods, the figure that governs the quote is 17.

Why a delivery abroad cannot borrow it

The rate attaches to release for free circulation, not to the buyer's nationality. Goods released in Luxembourg and then sold onward to a customer in France turn into an intra-union supply taxed in France, so the 17 per cent ends at the border. Treating the Grand Duchy as a rate shop for neighbouring markets fails on that mechanism alone.

Packaging: One Scheme, One Deadline

Household packaging in Luxembourg runs through Valorlux, the non-profit scheme that coordinates collection, sorting and recycling of packaging waste, and producers declare the tonnage they placed on the market in an annual packaging report due by the end of February for the year before. Fees follow a Green Dot tariff that is set annually and published ahead of time, which turns packaging into a forecastable cost rather than a year-end adjustment.

Behind that national filing sit two union-level dates. Consignments valued below 150 euros lost their duty relief on 1 July 2026 and now carry a flat 3 euros per category until 1 July 2028. From 12 August 2026 the packaging and packaging waste regulation applies directly in all member states, and while it harmonises the rules it issues no single union producer number, so a Luxembourg declaration stays a Luxembourg declaration.

Why Shippers Route Luxembourg Cargo Through Us

In a market this compact the file, not the sailing, is where shipments come apart. One missing weight on a packaging report or a value that disagrees between invoice and entry costs more calendar time than a slower vessel would. Sunny Worldwide Logistics (SZ) Limited keeps the commercial invoice, the packing list and the entry in one place so the three agree before release, and the container is collected by our own fleet at the Shenzhen terminal rather than handed to a subcontracted hauler.

Because the country has no coast, we book the ocean leg to whichever gateway suits the deadline and carry responsibility for the inland haulage from that quay onwards, which is the part most quotations leave open.

The Company Behind the Entry

Sunny Worldwide Logistics (SZ) Limited has shipped freight out of Shenzhen since 1998, operating as a domestic and international forwarder with its own transport capacity rather than a brokered network. A 1,800 square metre Class A office in Shenzhen and a trucking company at the sea port keep collection, terminal handling and documentation with the organisation that lodges the Luxembourg entry.

Questions Importers Ask About Luxembourg DDP

Q: Can we clear in Belgium and still get the 17 per cent?

A: No. The rate follows the place of release, so an entry accepted in Belgium carries Belgian VAT at 21 per cent even when the lorry continues straight to a Luxembourg address. The saving only exists where the goods are actually released inside the Grand Duchy.

Q: Does the importer need a Luxembourg VAT number?

A: It needs one to recover the import charge, and under DDP that registration belongs to us. A private buyer or a company without a Luxembourg number can still receive the goods, but the 17 per cent then stays in the landed cost with no route to reclaim it.

Q: Which gateway is quickest?

A: Air through Findel at 4 to 7 days, sea through Antwerp at 30 to 40, and rail into Bettembourg at 22 to 30. The right answer depends on the delivery date rather than the rate, because a cheap sailing that misses the date is the expensive option.

Q: Is packaging registration needed for small volumes?

A: The obligation attaches to placing household packaging on the market, and the annual report is due by the end of February for the preceding year, with fees set by the published Green Dot tariff. Whether your particular volume falls inside it is worth confirming with the scheme rather than assuming.

Q: What changes under DDP for a landlocked destination?

A: Both the border crossing and the entry move to us. On DDU the consignee has to arrange the inland leg from the foreign gateway as well as the clearance, which is where a buyer new to importing usually loses a week.

Q: Can goods be cleared in Luxembourg and distributed onward?

A: Yes. Once released they are in free circulation and can move anywhere in the union without a second entry. The tax on the onward sale still follows the destination country, so clearance in Luxembourg shortens the paperwork without changing where the final VAT is due.

Get a DDP or DDU Figure for Luxembourg

Send the commodity, the carton count, the delivery postcode and the packaging weights. The postcode carries more weight here than its size suggests, since a Luxembourg address and a Belgian one a short drive apart sit in different VAT jurisdictions, and that gap is four points.

Two figures come back against the same consignment, one with duty and VAT inside the price and one stopping at delivery. Write to Samira Chen at sales38@swwlogistics.com.cn, or reach her on +86 13428330724 by phone and WhatsApp, and the reply usually lands the next working day.
