Interpretation | Comprehensive promotion of "multiple certificates in one" for customs declaration units
In order to further optimize the business environment and implement the "Notice of the State Council on Deepening the Reform of "Separating Licenses from Licenses" to Further Stimulate the Development Vitality of Market Entities" (Guofa [2021] No. 7), the General Administration of Customs and the State Administration for Market Regulation jointly issued an announcement (Announcement [2021] 〕No. 113), it was decided to fully incorporate the registration of customs declaration units (recording of consignees and consignees of import and export goods, and customs declaration enterprise registration) into the "multiple certificates into one" reform.
Which customs items have been included in the "multiple certificates into one"?
At present, import and export consignees, consignors, and customs declaration companies have all been included in the "multiple certificates into one" reform.Specifically, when an enterprise registers a market entity with the market supervision department and needs to register a customs declaration unit at the same time, it can check and submit a customs declaration unit filing application at the same time and fill in the relevant filing information. The market supervision department completed the registration according to the "multiple certificates into one" process, and completed data sharing with the General Administration of Customs at the level of the State Administration for Market Regulation. The customs can complete the enterprise registration after confirming the registration information of the market supervision and commerce departments, and the enterprise no longer needs to submit a registration application to the customs.
How to submit a filing application?
When registering a market entity, if the standardized expression of the selected business scope contains the words "import", "export", "import and export" or "customs declaration", the system will automatically prompt "Customs declaration business or import and export business has been selected for the business scope you applied for" , if you need to register with the customs to become a customs declaration unit, please select "Customs Declaration Unit" in the "Multiple Certificates in One Certificate Items" table (not required). Check "Customs Declaration Unit" and fill in the customs filing information to complete the filing application for the customs declaration unit.
Instructions for supplementing the customs filing information:
1. Choose one of the two business categories: "Import and Export Consignee" and "Customs Declaration Enterprise". Register with the customs office at the customs office where the company is domiciled.

3. Fill in the company name (English) and address (English) according to the actual situation.
Notice: Except for foreign-funded enterprises and enterprises in the free trade pilot zone, other enterprises must be consistent with this English information when filling in the information of the commerce department;
4. Please fill in the enterprise category from the following options according to the actual situation.
How to check the customs filing status?

Question: When an enterprise applies for customs declaration unit registration through the "multiple certificates in one" method, does it need to apply for the "Foreign Trade Operator Registration Form"?
Customs: Customs declaration units are divided into consignees and consignees of import and export goods and customs declaration enterprises. Except for foreign-funded enterprises and enterprises in the free trade pilot zone, consignees and consignors of imported and exported goods should apply for a foreign trade operator registration form (unless otherwise provided by laws, regulations, and departmental rules).
