China to Slovenia Door to Door air sea Shipping Service
The Short Answer
Slovenia is the European Union's south-east corner, and that is what makes a delivery here unusual. A container landed at Koper can be at a Ljubljana loading bay the next morning, yet a large part of what crosses that quay is not intended for Slovenian consumption at all: it is bound for Serbia, Bosnia and Herzegovina, or the wider region beyond the Union's customs border. Duty paid at Koper is a final cost, not a deposit, and exporting the goods afterwards does not bring it back. The decision that matters is therefore less about which term looks cheaper and more about whether the consignment is being imported or only passing through.
What Is Inside the Price, and What Is Outside It
A door-to-door rate from China to a Slovenian address covers four things: the collection, the ocean or air leg, the entry at Koper, and the delivery. Under DDP everything in that list sits inside the number you see, including duty and the 22 per cent import VAT. Under DDU the freight and the delivery remain ours, while the entry, the tax and the deduction belong to the consignee.
One item sits outside both: whatever happens after the truck reaches your buyer. Slovenian duty does not follow the goods as a credit. When those same goods are sold on to Serbia, the Serbian declaration values them afresh, and the EU duty is already inside the price that declaration reads.
The Duty That Does Not Come Back
Duty paid on release for free circulation becomes a cost of the goods in the Union, and the Union does not hand it back because the goods later leave. The exceptions — returned consignments, rejected cargo, goods that never left a special procedure — are procedural rather than commercial. For a distributor whose customers sit in Belgrade or Sarajevo, an EU duty paid at Koper on stock that will be exported is a straight loss of margin.
Structures exist that avoid it, and each has to be chosen before the vessel berths. Cargo can move under a transit procedure to a destination outside the Union without ever being released in Slovenia, or sit in a customs warehouse until the onward sale is agreed. Once the entry is lodged and the money paid, no later paperwork reverses the position.
Running the Same Two Pallets Twice
Under DDP the two pallets leave Shenzhen, arrive at Koper, clear in our name, and reach the buyer's warehouse against a Slovenian invoice showing one delivered price. The buyer never sees a duty line or an MRN. It can sell the goods inside Slovenia without a second thought; the moment it wants to send part of them to Serbia, it has to reconstruct what those goods cost, because the officer across the border reads the resale price as the value.
Under DDU the same pallets arrive with the buyer named as importer. It pays duty at release, sees the figure on the declaration, and books it as its own cost. When part of that consignment is redirected east, the duty is visible, the MRN sits in its file, and the choice between a plain export and a transit movement is still open.
Visibility, more than cash, is what the two terms actually trade.
Where the Container Arrives, and Where It Leaves
Koper by sea — the default for containers. The port runs 3,475 metres of quay with 18 metres of depth alongside and 38 kilometres of internal rail, and presents itself as the shortest sea route from Asia to Central Europe. Regular Adriatic calls put a box in Ljubljana within a day of discharge. Allow 30 to 38 days door to door.
Trieste or Venice — the stand-in when berth windows slip. Italian terminals an hour or two from the Slovenian border, useful in peak season when Koper slots are taken. Allow 28 to 36 days, with the delivery quoted from the Italian quay rather than the Slovenian one.
Ljubljana by air — for samples, spares and dated stock. Freighter capacity is thin, so most air cargo reaches Slovenia through Vienna, Munich, Milan or Budapest and finishes on a truck. Allow 5 to 8 days.
East by road — the leg most quotations leave out. From Ljubljana the motorway runs to Maribor and on towards Hungary and Austria, while the corridor through Croatia leads to Serbia. Anything crossing out of the Union needs an export declaration and, where it is not cleared at the frontier, a transit document. That is a separate scope from the door-to-door rate, and it is priced separately.
Two Filings, Two Calendars
Slovenia splits packaging compliance between a tax and a dataset, and the same kilograms are reported to both. The environmental levy on packaging is administered by the Financial Administration and filed quarterly on the Embalaža – OBR return, due by the twentieth day after the quarter closes with payment by the end of the following month. Packers and buyers placing more than 15,000 kilograms a year fall inside it; plastic carrier bags, PVC packaging and grave candles carry no threshold at all.
The second filing is data rather than money. Producers either join a waste management company and report through it, or comply individually and send quarterly figures to the Environment Agency through IS-Opadki by the end of the month following each quarter, with an annual confirmation by 31 March.
VAT sits on top: 22 per cent standard, 9.5 per cent for listed goods such as food, medicines, books and accommodation, 5 per cent for books and newspapers in print or electronic form. The 60,000 euro registration threshold does not apply to foreign taxable persons, and since July 2025 VAT ledgers must go to the authority electronically every month.
Why Shippers Route Slovenian Cargo Through Us
The collection is ours rather than bought in. Sunny Worldwide Logistics (SZ) Limited operates a trucking company at the Shenzhen sea port, so the container movement from your factory to the vessel is scheduled by the same desk that books the sailing and prepares the Koper entry.
That matters more here than in most destinations, because two questions arrive together. One is how the goods enter the Union; the other is whether they will leave it again, and in what legal shape. Treating those as a single file keeps the duty position visible instead of burying it in a delivered price that no one can later unpick.

Questions Importers Ask About Slovenian DDP
Q: Does a DDP rate to Slovenia cover delivery on to Serbia?
A: No. Serbia is outside the Union's customs territory, so the goods have to be exported and then imported again, and Serbian duty is assessed on that second entry. We can quote that onward leg, but as a separate scope with its own declaration.
Q: If the cargo is exported again, is the EU duty refunded?
A: As a rule, no. Duty attaches when goods are released for free circulation and stays as a cost. Only narrow procedures reverse it, such as returned goods or cargo that never left a special regime, and those depend on the facts rather than on the intention.
Q: Which VAT rate applies, and can the buyer reclaim it?
A: Twenty-two per cent on most goods, 9.5 per cent on the listed categories such as food and medicines, 5 per cent on books and newspapers. A Slovenian business deducts it through its own return; on DDP we fund it at import and price the funding period in.
Q: Do we need a Slovenian VAT number to buy on DDP terms?
A: Not to receive the goods, because the DDP invoice is a domestic supply. A number is needed to deduct the VAT, and the 60,000 euro threshold that shelters small domestic traders is not available to a foreign taxable person.
Q: Who handles the Slovenian packaging levy?
A: Whoever places the packaged goods on the Slovenian market. The levy return goes to the Financial Administration quarterly above 15,000 kilograms, and the material data goes to the Environment Agency either directly or through a waste management company.
Q: Is Ljubljana a realistic air freight gateway?
A: For small and dated consignments, yes, though freighter capacity is limited. Larger air volumes usually connect through Vienna, Munich, Milan or Budapest and arrive by road, which is why the air band here is quoted in days rather than in flight times.
Get a DDP or DDU Figure for Slovenia
Send the commodity, the delivery postcode, and whether any part of the consignment is headed beyond the European Union. What comes back is a routing choice with a duty position attached, so the cost of the first border and the exposure at the second are visible before anything is booked.
