On August 12, the General Administration of Customs issued Announcement No. 91 of 2020, deciding to further promote paperless operations in the field of transportation supervision in and out of the country from December 1, 2020. Persons in charge of inbound and outbound transportation, inbound and outbound transportation Service companies can submit electronic data to the customs for relevant procedures, without submitting paper documents and related accompanying documents.

In order to implement the reform requirements of “decentralization, regulation and service”, optimize the business environment at ports, and promote logistics facilitation, the General Administration of Customs has decided to further promote paperless operations in the field of transport in and out of the supervision of transport vehicles. Service companies can submit electronic data to the customs for relevant procedures. The relevant matters are now announced as follows:

 

1. Filing and related procedures

Persons in charge of inbound and outbound transportation vehicles and inbound and outbound transportation service companies handle relevant enterprise and transportation vehicle filing, filing changes, filing withdrawal (note) sales procedures, and the annual inspection and vehicle inspection procedures for road freight companies and road vehicles between Hong Kong and Macao. When submitting electronic data to the customs for relevant procedures, there is no need to submit the filing registration form, filing modification form, annual review report, vehicle inspection record form, temporary entry vehicle inspection declaration form and other paper documents and related accompanying documents.

The customs will electronically report the results to the person in charge of inbound and outbound means of transport and inbound and outbound means of transport service companies, and will no longer issue the "Ship Entry and Exit (Port) Customs Supervision Book", "Chinese Nationality and Ship Customs Supervision Visa Book", and "Travel to Hong Kong and Macau" Paper certificate books such as the Small Ship Registration Certificate, the Customs Supervision Book for the Entry and Exit (Hong Kong) of Small Ships to and from Hong Kong and Macau, the Record Registration Certificate for Freight Enterprises to and from Hong Kong/Macau, and the Visa Book for Entry and Exit of Vehicles to and from Hong Kong/Macau.

 

2. Procedures related to entry and exit

Persons in charge of inbound and outbound transportation, and inbound and outbound transportation service companies go through procedures for entry and exit, domestic continuation, as well as material addition/unloading/allocation, coastal empty container transportation, concurrent transportation vehicle conversion, transportation tool customs clearance, etc. Electronic data can be submitted to the customs for relevant procedures, without the need to submit paper documents and related accompanying documents, and there is no need to submit paper certificates for inspection. among them:

(1) Where the person in charge of the inbound and outbound means of transport handles the procedures for renewal within the territory, the customs shall electronically report the results of the relevant procedures and no longer issue paper seals.

(2) Where inbound and outbound means of transport are subject to boarding inspection, the customs shall electronically send a notice of boarding inspection to the person in charge of the means of transport.

 

3. Other matters

If the relevant electronic data cannot be transmitted normally due to the needs of customs supervision or system failure or other reasons, the person in charge of the inbound and outbound transport and the inbound and outbound transport service enterprise shall provide paper documents.

 

 


This announcement will take effect on December 1, 2020.
