Persons in charge of inbound and outbound means of transportation, non-vessel operating common carriers, freight forwarders, ship agents, postal companies, express operators and other obligators of manifest electronic data transmission shall transmit it to the customs within the specified time limit in accordance with the scope of customs filing. When going through the filing procedures, the manifest transmitter shall submit the following documents to the customs:

To which departments should enterprises submit filing applications?

 

Manifest transmitters, supervisory site operators, tally departments, and export cargo consignors shallIt must be filed with the customs directly under the local customs where it operates its business or with an authorized subordinate customs.

 

According to customs requirements, enterprises must transmit electronic manifest data to customs within the specified time limit. So, how do you understand “specified time limit”?

 

The manifest transmitter shall transmit the electronic manifest data of import and export goods and articles to the customs in the form of electronic data within the following time limit:

 

For inbound container ships, 24 hours before the loading of goods and items begins; for container goods and items transshipped through overseas ports, 24 hours before loading at the last overseas transshipment port. For outbound container ships, 24 hours before loading of goods and articles.

 

For incoming non-container ships, 24 hours before arriving at the first domestic port of destination; if the voyage is within 24 hours, before arriving at the first domestic port of destination. For outbound non-container ships, 2 hours before starting to load goods and items.

 

If an inbound ship loads containers and non-container goods and articles at the same time, it shall be transported separately in accordance with the above two items; if an outbound ship loads containers, non-container goods and items at the same time, it shall be transported separately in accordance with the foregoing two items.

 

For inbound passenger and cargo liner (voyage less than 24 hours), 2 hours before starting to load cargo and items; for outbound passenger and cargo liner, 2 hours before starting to load cargo and items.

 

For other short-distance ships entering the country (voyage less than 24 hours), 4 hours before starting to load goods and items; for other short-distance ships leaving the country (voyage less than 24 hours), 4 hours before starting to load goods and items.

 

The allocation of inbound empty containers is before the ship arrives at the destination port; the allocation of outbound empty containers is 2 hours before the empty containers are loaded on the ship.

 

When goods and articles are transshipped at domestic ports, they should be before the incoming ship arrives at the unloading port; for goods and articles transshipped out of the country, they should be transshipped 2 hours before they are shipped out of the country.

 

The tally department or the operator of the customs supervision site shall submit the tally report to the customs in electronic data form within 6 hours after the inbound transportation vehicle has completed unloading the goods and items.

 

If a second tally is required, with the consent of the customs, a tally report can be submitted to the customs in the form of electronic data within 24 hours after the inbound transportation vehicle has completed unloading the goods and items.

 

The manifest transmitter shall transmit the electronic data of the loading manifest to the customs 30 minutes before the transportation vehicle starts loading goods and articles.

 

Within 6 hours after the outbound transportation vehicle leaves the loading port, the operator of the customs supervision site or the tally department shall submit a tally report to the customs in the form of electronic data.

 

What are the other things to note when declaring a shipping manifest?

 

According to the "Announcement on Adjustments to Matters Relevant to the Management of Water and Air Freight Manifests" of the General Administration of Customs, the "Brief Description of Goods" data item in the "Original Manifest Data Items" and "Pre-allocated Manifest Data Items" should be completed and accurate, and submitted ( The names of the goods and items under the shipping order should be filled in one by one in the "Brief Description of Goods" data item.
