As the Spring Festival approaches, major ports across the country have collectively fallen into an "explosion crisis". Logistics costs have soared, and the risk of dumping containers has skyrocketed.

 

From East China to South China, from coastal hubs to regional ports, core ports such as Shanghai, Ningbo, and Yantian, Shekou, and Nansha in South China are collectively experiencing congestion. The storage yards are full and it is difficult to find an appointment number to enter the gate. Shipping companies have over-delivered space, which has led to frequent container dumping. Towing fees and drop-off fees have continued to rise, and the difficulty of shipping before the holidays has increased significantly. The "last window period" for shipments years ago has turned into a "war for time."

 

 
Shanghai Port

 

Shanghai PortWaigaoqiaoThe region has become the hardest hit area, and the backlog of heavy boxes has exceeded 4,000 boxes. The port area implements a strict reservation system, and no entry is allowed without a number. Towing fees have increased by about 80% compared with normal times, the probability of dumping containers is about 22%, and the shipping company's over-release rate is 25%. More importantly, since February 6, Shanghai Port has adjusted its operating rules. The opening time of the port will be based on the actual arrival of the ship, further compressing the packing and port entry operation window.

 

This means that according to the past conventional operation of "waiting for the port to open before loading into containers", the shipping schedule has been completely missed. All goods must be packed in advance and be ready for customs declaration and entry into the port at any time, otherwise the shipment opportunity is very likely to be missed.

 

 

Yangshan PortThe situation is also not optimistic. Many freight forwarding colleagues urgently reminded that the drop-off fee at Yangshan Port has recently started a "daily increase mode". It has rapidly climbed from the initial 1,000 yuan/container to 1,200 yuan/container, and now has exceeded 1,500 yuan/container. The price changes day by day, which has brought huge cost pressure to freight forwarders and cargo owners.

 

 
Ningbo Port

 

Ningbo PortIt is in an obviously overloaded operating state. The storage rate of Beiji Division and Meishan Terminal is close to 95%, and reservations are implemented for entering the port. The drop-off fee has risen to 1,500-2,000 yuan/box, the towing fee has increased by about 80%, the probability of dumping the container is about 30%, and the shipping company's over-delivery rate is 30%.

 

 

 
South China Port

 

In the South China port camp, the congestion at Yantian, Shekou and Nansha ports has not eased. Compared with previous industry reports, the situation is more severe.

 

Yantian PortHeavy containers are basically saturated, and about 1,500 return numbers are sold out within an hour every day. The towing fee has increased from about 1,800 yuan/container to 5,000-5,500 yuan/container. The probability of dumping containers is about 40%, and the shipping company's over-release rate is 60%.

 

 

Shekou PortThe SCT and CCT terminals were busy and there were almost no bookings available. Chiwan Terminal issued a warning that "the route has been overcharged and orders have been suspended." Towing fees skyrocketed by 200%, the container dump rate was 40%, and the shipping company’s over-release rate was 40%.

 

Nansha PortAs the most serious area at present, the utilization rate of the second and third phase terminal yards exceeds 95%, and trailer queues generally exceed 6 hours. The new ETA-5 regulations have been implemented since January 29. Only heavy containers within 5 days before departure will be accepted, and strict control measures of "three consecutive penalties" will be implemented. Towing fees have increased by about 300%, the probability of dumping containers is as high as 55%, and the proportion of shipping companies over-releasing space is 60%.

 

 

The industry believes that the main reasons for this round of congestion are concentrated shipments before the holidays, shipping companies’ over-delivery of cargo space (some routes exceed the terminal’s carrying capacity by 40%–60%), and tight trailer capacity. The current time from factory to shipment has been extended from 5-7 days to 10-14 days. Shippers need to plan their shipments in advance to prevent container dumping and cost risks.
