It is understood that this situation stems from the restrictions imposed by the Russian government on goods that may have dual uses (i.e. civil and military) in October last year, which directly and significantly affected container goods shipped to Europe through Russia.
 

Last month, Alice Arduini, CEO of Italian freight forwarding company Alix International, revealed that Russian authorities are checking one by one whether containers contain restricted goods, resulting in a large backlog of goods.

 

She said that since November 4 last year, a batch of goods that left China on October 22 have been stranded in Russia, and no one expected that Russia would suspend train operations across the board for inspections.

She mentioned that a batch of goods was found in a LCL container, causing the entire container to be ordered to be transported back to China. She added that information about the shipping time for the return container was awaiting information to consider whether the goods were replaced to Italy.

Meanwhile, Yang Jie (transliteration), the head of Eurasian Railway International Freight Forwarding (Shanghai), said that the directive gave Russian customs great power to detain goods they suspected of might have military or military-civilian dual-purpose uses.
 
“The inspection can be conducted at any station, which means that cargo passing through the border may still face delays or stays deeper into Russian territory.”

 

Mr. Liu, general manager of a domestic logistics company, revealed that a clothing container shipped by a customer of his company for Christmas has been detained to this day, and about 70 containers have been affected. It is reported that once the container is stopped for inspection, the Chinese freight forwarder must provide documents and submit them to the Russian customs through a foreign agent. Customs will review the goods and, based on the results, the goods may be returned, confiscated, or allowed to continue transportation after proven their civil use.
 
It is reported that the Smolensk transport hub near the border between Russia and Belarus is currently severely congested due to backlog of containers.
