CMA CGM issued a customer announcement on October 7 to remind customers of an important change introduced by the China Maritime Safety Administration on the import and export of dangerous goods.
CMA CGM said:"According to the latest instructions, from now on, all bookings for shipment/transit/transshipment/export through Ningbo must provide DGD (Dangerous Goods Declaration) and MSDS (Chemical Safety Data Sheet)."
For goods imported/transshipped/transited via Ningbo, China:
• Provide color DGD and stamp/signature by the applicant;
• MSDS;
• UN 3166 (MSDS required).
Exporting from China (transit) via Ningbo:
• Exporting from China via Ningbo requires DGD (DGD should be in color and bear the applicant’s seal/signature) MSDS, including English and Chinese versions;
• MSDS should be provided by UN number (if DG booking has more than two UNs, DG shipper must provide MSDS by single UN);
• UN 3166 (MSDS required).
According to regulations, carriers and other stakeholders must submit all mandatory documents 72 hours before the announced deadline for cargo entry into the port.
CMA CGM reminds customers that non-compliant shipments will run the risk of cargo being dumped or delayed, so it is crucial to seamlessly transfer information to the China Maritime Safety Administration.
Ningbo Port is one of the busiest cargo transportation ports in China. Two months ago, when the container ship YM MOBILITY, owned by Yang Ming Shipping, was berthing in the Beilun Port area of Ningbo Zhoushan Port, a dangerous goods container on board exploded. Afterwards, the industry became highly concerned about the transportation of dangerous goods.
According to previous incident descriptions, this 6,589 TEU ship was deployed on the AG2 route service between the Far East and the Middle East, involving multiple shipping companies such as Yang Ming, Hapag-Lloyd, HMM and ONE.
Shortly after the accident, a container ship owned by MSC caught fire while moored at the Jaya Terminal (JCT) of the Port of Colombo. The ship that caught fire was named "MSC CapeTown III", flew the Portuguese flag, was built in 2006, and had a carrying capacity of 2824TEU.
In May, the Portuguese container ship "NORTHERN JUVENILE" caught fire in the Indian Ocean. In July, the Maersk Frankfurt exploded and caught fire while sailing in Indian waters, killing a sailor.
In recent months, container ship explosions and fires have occurred frequently, prompting carriers and port authorities to pay more attention to the declaration and transportation of dangerous goods.
Misdeclaration by shippers and improper packaging of dangerous goods, leaving carriers in the dark about the correct nature of the cargo, are major factors contributing to the increase in ship fire incidents.
