In a statement released by US President Trump on his social media platform, he announced,From now on, any country that has commercial dealings with Iran will be subject to a 25% tariff on all trade activities with the United States, calling this decision "final and irreversible."

 

Although the White House has not released any official document, and the specific implementation details, coverage and verification mechanisms are vague, this unprecedented threat is enough to send chills to participants in the global supply chain.

 

The core logic of this policy is an extreme form of "bundled" pressure. Due to the long-term comprehensive sanctions imposed by the United States on Iran, the two sides have almost no direct commercial exchanges, making it impossible for traditional tariff methods to directly attack Iran. Therefore, the United States has taken an eccentric approach and tried to achieve the goal of economically isolating Iran by punishing Iran's trading partners. This essentially forcibly ties the diplomatic and security goals of the United States to the commercial choices of all trading partners, causing normal international trade activities to be shrouded in unpredictable political risks.

 

The potential impact could be extremely broad. According to Iranian customs data,China is its largest trading partner, accounting for about 30% of its total trade; Germany is Europe's main partner; the United Arab Emirates, Turkey, India, Iraq and other countries also have close commercial ties with Iran.

 

In theory, trade flows to the United States related to these economies may be involved in risks. However, how to define "commercial dealings with Iran" and whether to impose comprehensive levies or selective implementation all pose huge uncertainties, and it is this unknown that the market fears most.

 

The tariff threat comes at a time when U.S.-Iran relations are teetering dangerously between the brink of war and the negotiating table. On the one hand, Trump revealed that he had received Iran’s negotiation proposal, and on the other hand, his White House staff made it clear that they would not rule out military action. In this context, the threat of tariffs is more like a bargaining chip to exert maximum pressure, aiming to force Iran to make concessions and coerce other countries to choose sides. What is even more serious is that the compliance burden will be unprecedentedly heavier in the future, and companies may need to prove that their large and complex supply chains have nothing to do with Iran. This is almost impossible in practice and will put huge due diligence pressure on the logistics link.

 

In the short term, this may trigger a wave of rush shipments targeting high-risk routes, leading to tight shipping spaces; in the medium to long term, it may accelerate the transfer of orders and production capacity by importers from relevant countries, triggering another passive reorganization of the supply chain structure.
