Recently, the U.S. Customs and Border Protection (CBP) issued a notice. To inform terminal operators and trade industries:

 

U.S. Customs and Border Protection (CBP)Controlled short-barge transportation of container goods that need to be inspected by the Port of Los Angeles/Long Beach is now required.

 

Core changes:

 

1. Mandatory transportation control for whole boxes of goods (FCL) inspection:

 

The entire container of goods inspected by MET/AQI is prohibited from using their own transportation companies. The transportation company designated by the inspection site must be used to perform short-distance transportation from the terminal to the centralized inspection station.

 

2. Retain flexibility for LCL:

 

The LCL goods that have been inspected are still allowed to be transported from the terminal to the centralized inspection station on their own.

 

Specific content:

 

Starting from August 25, 2025, for the whole box of goods (FCL) inspected by the Commodity Enforcement Team (MET) and/or Agricultural Quality Inspection (AQI),

 

The customs declaration bank and importer responsible for declaration will not have the right to choose a transportation company to transfer the container from the terminal to the inspection site.

 

The above inspection will force the CBP-controlled transportation model, that is, the transportation must be carried out through the inspection site contracted transporter.

 

The "Centralized Examination Station-CES Centralized Inspection Station (Transporter)" in the notice refers specifically to an enterprise certified or signed by the CES operator and performs controlled short-distance transportation in accordance with the requirements of CBP.

 

For goods that are re-exported due to CBP mandatory (returned) must also be transported back to the terminal by the designated transportation company.

 

LCLs (LCLs) that have been inspected by MET or AQI still allow customs declaration agencies and importers to use their own transportation companies to transport the goods from the terminal to the inspection site.

 

Background of the new regulations:

 

In the notice, the CBP stated that there have been frequent incidents of incoming goods subject to inspection bypasses and evading customs inspections.

 

In view of this, port operators believe that it is necessary to enforce "controlled" short-distance transport of arriving containers to centralized inspection stations (CES).

 

Remind all freight forwarders and cargo owners that shipments must grasp the latest policy adjustments to the destination port, check the route freight rates in advance, and make a good cargo transportation plan.
