Recently, Canadian ports affected by strikes have gradually resumed operations, but the shutdown has resulted in a large backlog of containers, and shippers may face a new round of demurrage and demurrage pressure.
The Montreal Port Authority (MPA) revealed that since the strike began on October 31, the port’s Termont Terminal has a backlog of more than 5,000 standard units (TEU) of cargo, and 22 ships are heading to the port or waiting to berth, while the railway The freight backlog reaches 2,750 TEUs.
"It may take several weeks to restore supply chain fluidity and process all cargo currently at the Port of Montreal or arriving soon," the MPA said.
Maersk said it expected cargo backlogs and congestion to pose significant challenges in the coming days and warned of possible delays on its Northern Europe to Canada CAE route and the Mediterranean to Canada MMX route operated in partnership with CMA CGM.
Hapag-Lloyd pointed out that the AT1 service of its THE alliance will be delayed by one week, and the AT2 service may also be affected.
On the west coast of Canada, the Vancouver Fraser Port Authority (VFPA) stated that the 10-day strike has seriously disrupted port operations, and many commercial ships are currently waiting to berth at sea.
The Port Authority is implementing a "priority-based anchorage allocation system" to balance the needs of various business units and commodities.
Ships currently berthing include "CMA CGM Orfeo", "CMA CGM Endurance", "MSC Palak Chin" and "ESL Nhava Sheva", which have been waiting for berths for more than 13 days, affecting Ocean Alliance's PN4 , PN1, PNW1, PN3 and CPNW and other route services.
Ships still waiting at anchorage include "YM Plum" (which has been waiting at sea for 8 days and at anchorage for 9 days), "OOCL Veracruz", "HMM Peridot", "Cosco Venice" and "Argus".
and six ships at anchorages outside VFPA jurisdiction, including the Conti Contessa, which has been idle for six days and is expected to berth on Thursday.
VFPA encourages its supply chain partners to use the "offshore area" as the "point of arrival" for issuing notices of preparation for loading or unloading. At the same time, the port authority requires ship operators to take necessary actions, such as achieving "on-time arrival" by sailing as slowly as possible.
Maersk confirmed that for Canadian ports affected by the strike, most shipping companies will restart the timing of detention and demurrage charges on the date the affected marine terminals reopen.
However, due to a large backlog of containers and high demand, shippers and forwarders may have difficulty booking pick-up or drop-off times, which may result in D&D charges.
Maersk reminds shippers that if terminal or rail appointments are unavailable during the restart, it is important to take a timestamped screenshot to prove an appointment was attempted. These certificates may be used as a reference when demurrage disputes arise.
